하나님께서는 이 세상의 주권자(主權者)이시다. 이 세상에서 하나님의 손길을 벗어나서 존재하는 것은 아무것도 없다. 그분의 말씀이 온 세상 만물을 붙드신다. 좋은 일이 하나님의 말씀에 의해 일어나듯이, 나쁜 일도 역시 하나님 말씀에 의해 일어난다(수 23:15).1 재난도 예외가 아니다. 하나님께서는 이 세상의 모든 재난을 주관하신다. 하나님께서는 재난을 통해서 성도에게는 책망을, 불신자에게는 심판과 경고를 내리신다. 이러한 진리를 알지 못하는 불신자들은 재난이 다가오면 탄식과 원망을 쏟아내기에 바쁘다.
